your headset is out of adjustment. If you have been riding like this then most likely you have destroyed your headset and will need a new one.

No, thats the problem. It is in one way or another associated with your head set/compression bolt. It sound like it may not be installed correctly. There should be NO wobble and the steer tube should rotate freely. If its not destroyed allready it will be soon so stop riding it untill you can get this resolved. A bike shop will probably tune it up for about $10.

Its the bolt on top of your stem that threads into your fork. Its what keeps your front end tight. When done right this is not some thing that works itself loose.

you may need some spacers to hold it in place because that's what i had to do with my setup.

spacers like that and they slide over your fork, between stem and headset.

and these are compression bolts
one of these should go on the top of the fork. tighten until woble is gone but be sure that it is loose enough for barspinning

i appreciate all the input everyone has given...i ended up taking apart my bike and it turns out the threading where the compression bolt and fork meet was a lil bent...so i shaved a lil off the threading now it works fine.....now its time to get my ride on....thanks!

i also noticed it is easier to put everything together if you take the wheel off
