What would make your seat closer to your bars, a steep or shallow seat tube angle?

WTF? I have no idea what the first reply is trying to say.
A stepper STA will put your seat closer to your bars, and a shallower HTA will put your bars closer to your seat.

keep in mind the top tube length. longer top tube will still keep them separated. you could run a layback post backwards to pull the seat even closer to the bars.
