I have had cracked frames welded in the past. But with modern frames' thin tubing one should be careful. I you know an experienced welder I would ask him to weld this. It could at least extend the lifetime about some month. Most probably it will crack there again...
Good luck with the cross footed hitchhiker anyway!

It looks as if you were quite close. I would try to grab the tire and let the bike down more quickly. The position is easier to balance.
