I quickly modeled up what the spacers are going to look like. the gray curved piece will be contoured to the head tube and will keep the brake plate from shifting, there will be one on each side of the head tube. and the purple piece in the center will fill up the large hole in the tube and will also help keep everything centered and keep it from shifting around.
