It looks like a scooter with Bmx wheels. Is that really nesiccary?  Would a frame like this actually help?

You know it really doesn't look like a scooter because of the cranks.
And in some ways it does help. I've been on frames with big front triangles and frames with similar front ends and during halfpackers I really enjoy the extra room. It doesn't make it easier or anything but it's nice.
I guess it's like a rider who does a lot of tailwhip tricks off ramps and such have their seat low to help get it out of the way. Or like if you do a lot of decades and have a platform, it may feel better. Modifying your bike to help tricks feel better, more comfortable or even easier is a pretty good idea.
