Front Axle spins when removing the axle nut

Every time I try to remove my front wheel, The axle spins when I'm trying to removed the axle nuts.
Even if I switch sides, it still does it. It's been driving be crazy for a few years now. "I have washers behind the nuts"

Does anyone have a fix for this?

I had it once and I just did one side a little then the other side a little and so one till the were loose

use a cone wrench
