My way is more of a permanent fix. If your rim is cutting the thick rubber of the stem, it's probably gone though that electrical tape by the time you've pumped the tire back up.
You can always get those self-sealing tubes...or the "goop" stuff you put in the tube yourself. Works great...a bit heavy.I've also see people cut up old tires and put the one tire inside another. Well...vert riders used to do this.
